Pennsylvania
Pennsylvania lets businesses and, through Special Purpose Entities, individuals direct state tax dollars to scholarships. Its programs include the Educational Improvement Tax Credit (EITC), the Opportunity Scholarship Tax Credit (OSTC), and the Economically Disadvantaged Schools (EDS) program.
